Abstract
Traditionally, decisions concerning the siting and management of hazardous chemical facilities, and more broadly decisions concerning the environment, have been considered a matter to be discussed among experts and administrators alone. In recent years, soem gradual changes have been taking place, as regards the typology of both the actors and the criteria involved in decisions. A growing number of stakehoders are bringing up a variety of claims and are demanding recognition and legitimation as active partners in the decision process. Such new demands for participation, openness of debate, and transparency of decisions, are the result of a growing concern for environmental and safety issues, coupled with an increasing awareness of environmental risks and failures in the management of complex systems. New social demands need a societal response. While the legal framework is already changing, administrative structues and social institutions are still ill-equipped to deal with the present trends. An effort of 'institutional engineering' seems necessary in order to meet the new demands, accomodate the new actors, facilitate the negotiation processes. The thesis of the paper will be supported by a brief reference to a couple of current empirical cases.
