Abstract
The objective of this paper is to review key issues identified in the preparation of reconstruction programs. The paper is based on experience derived from work conducted in response to several cases of major devastation in developing countries. The focus of the efforts discussed here was on disasters of rapid onset such as hurricanes, floods, volcanic eruption and earthquakes. In all these cases the damage was widespread and it affected diverse areas of social and economic activities. Thus, the approach of this review is cross-sectoral and cross-regional. In all these situations, massive disasters have placed significant demands on countries that were confronted with limitations on the technical, institutional and financial resources to respond. These crises posed substantial needs for large local and foreign assistance for rehabilitation.
