Abstract
This paper is a summary of the key results of a study of crisis policies in the Baltic Sea states, based on two international surveys. These surveys, carried out by experts in 1999, revealed the increasing salience of crisis issues within the national development policies of all the countries of the region. The existing institutional models of crisis management are comprehensive, covering every type of security and safety risk, with peacetime crises being the priority. However, national crisis policies vary in terms of specific risks as their management goals. Everywhere in the region, governments play a vital role in crisis policy development and implementation. The interior ministry is a key actor in handling the main security and safety issues in most of the states concerned, while in some the ministries of justice and emergency response are paramount. Decentralization is considered an increasing trend of national crisis policies with the impact of this, however, being conspicuously different in various Baltic Sea countries. With respect to levels of development in terms of crisis knowledge and databanks, the countries group themselves into three main types, with two other types differentiated according to various criteria concerning the research community's role in crisis policy.
