Abstract
A little justified dichotomy in the social science literature dealing wih displaced populations separates the study of refugees from the study of populations uprooted by development projects. The author argues that this dichotomy must be overcome by exploring the similarities and differences between these categories of displaced populations. Both literatures, which currently do not 'speak to each other,' stand to gain conceptually from overcoming their isolation; this would mutually reinforce their parallel search for adequate operational strategies and could also strengthen their impact on policies and practice. Section two of the paper focuses on internally displaced population, a concept that encompasses both internal refugees and development-dislocated people, and defines the four main causal agents of populations dislocation. Section three signals two new trends in the '80s regarding assistance given to displaced populations; and increase in the number and diversity of formal international aid projects addressed to refugees and an increase in project components aimed at enabling involuntary resettlers to become again self sufficient, on a sound socioeconomic basis. The growth of world Bank Emergency lending assistance for the period 1969-1988 is discussed in terms of its targets, strategies, strengths and weaknesses. Section four and five analyze developmetn-related desplacements and their size on a global scale. The author argues that the absence in many countries of national policies and legal frameworks to guide gorced dislocations and resettlement allows for many abuses and infringements of human rights and that policy, legal and institutional changes are widely required. The differences between the relief approaches and development oriented strategies for resettling displaced people are examined with emphasis on the ultimate importance of allocating adequate resources for the socio-economic reestablishment of development-displaced people.
